Is there a mushroom dispensary in Oregon?
No. Oregon licenses psilocybin service centers, where adults 21+ take psilocybin on site with a licensed facilitator and take nothing home, but no store may sell mushrooms over the counter. This page covers how the centers work, how many are left, where voters have kept them out, and the possession law since 2024.
From our sister shop, My Mushroom Dispensary. Adults 21+ only.

Can you buy psilocybin mushrooms at a dispensary in Oregon?
No. Oregon law says a client may purchase, possess and consume a psilocybin product "only at a psilocybin service center" and "only under the supervision of a psilocybin service facilitator," so there is no walk-in retail, take-home or mail-order sale.1 Outside that program, possessing psilocybin has been a crime again since Sept. 1, 2024.16
For how Oregon compares with other states, see My Mushroom Dispensary's state-by-state legality page; that online shop is run by the people who publish this register. Buying psilocybin online or by mail is illegal under federal law and in every state, Oregon included.
How do Oregon's psilocybin service centers work?
Voters created the program with Measure 109 in November 2020 (register record), and the Oregon Health Authority licenses service centers, facilitators, manufacturers and labs under ORS chapter 475A. The health authority sets out the rules for clients:2
- You must be 21 or older. You don't need to live in Oregon, and no prescription or medical referral is required. People diagnosed with active psychosis may be found ineligible.
- A preparation session comes first: intake, informed consent, the client bill of rights, and safety, support and transportation plans.
- The administration session happens at a licensed service center with a licensed facilitator. It is "the only time a client may purchase and consume psilocybin products," and "products may not be purchased and taken off-site."
- The facilitator follows up within 72 hours, and integration sessions let clients review their safety and support plans.
To check a center, use the health authority's licensee directory and filter by the license type "Service Center." Since Sept. 1, 2026 the program has been run by the authority's Medical Cannabis and Psilocybin Section, an administrative merger that does not let cannabis stores sell psilocybin (register record). How Oregon's centers compare with Colorado's is covered on where psilocybin is sold legally and our Denver page.
How many service centers are open, and why have some closed?
About 20 hold licenses. As of July 23, 2026, the health authority counted 20 licensed service centers out of 39 ever approved, and said "over 33%" of service centers had surrendered their licenses or not renewed.4
| License type | Active | Ever approved |
|---|---|---|
| Service centers | 20 | 39 |
| Facilitators | 379 | 641 |
| Manufacturers | 7 | 19 |
| Laboratories | 1 | 2 |
The same report says service centers sold 46,273 psilocybin products to clients from Jan. 1, 2023 to July 23, 2026, with no product safety recalls and 32 reports of emergency services being called; 5,935 clients were served in 2025.4 It also projects a cash shortfall for 2025 to 2027 in every scenario it modeled.
Fees were the flashpoint. The health authority proposed doubling annual license fees across the supply chain and ending reduced fees for veterans and low-income licensees, and everyone who testified at the two public hearings opposed it.6 On Sept. 22, 2026 it said it "will not adopt the proposed fee increases" and would start a new rulemaking on the non-fee changes, with a planned effective date of Jan. 15, 2027.5 Our news report on the dropped fee increases has the details.
Which cities and counties have voted service centers out?
Many. ORS 475A.718 lets a city or county refer a ban on psilocybin manufacturers or service centers to its voters.1 In November 2022, by an election-week count from The Oregonian published in the East Oregonian, 24 of the 27 counties that voted and 113 of 114 towns passed bans or two-year moratoriums, 137 measures in all, 17 of them temporary; only Deschutes, Jackson and Josephine counties and the city of Phoenix voted no.7 A 2024 public radio report put the 2022 bans at "25 counties and 26 towns," far fewer towns, and we have not reconciled the two counts.8 In November 2024, 17 places voted on bans and 16 passed them; Nehalem rejected its ban by three votes.8
At least two more votes fall on Nov. 3, 2026. Redmond's council voted 6-1 on Aug. 11, 2026 to ask voters for a two-year extension of its service center moratorium, which would otherwise end with 2026.9 Redmond voters backed the moratorium with 53% in 2022 and 55% in 2024.10 Reedsport asks whether to make its ban permanent under Ordinance 2024-1215, following the two-year ban voters approved in 2022.11 Results aren't in as of Nov. 2, 2026; we'll update this page when the counties post them. Our ballot preview explains each measure.
Is psilocybin possession still decriminalized in Oregon?
No. Measure 110, passed in November 2020, made possessing small amounts of drugs a violation (register record). HB 4002 (Oregon Laws 2024, chapter 70) ended that from Sept. 1, 2024.16 Possession is now a "drug enforcement misdemeanor": the court suspends jail and imposes up to 18 months of probation unless the defendant asks for jail, up to 180 days, and revoking probation can bring up to 180 days.3 Possessing larger amounts is a Class A misdemeanor, and possession that counts as a commercial drug offense is a Class B felony.3
Psilocybin falls outside Oregon's definition of a controlled substance only when it is handled under the licensed program. Selling or delivering it outside a service center was never decriminalized, and federal law applies everywhere.3
What happened to Portland's Shroom House, and what does the record show?
Shroom House opened in Portland on Oct. 24, 2022 and sold psilocybin over the counter to people who showed two forms of ID and joined a members' "society," before any service center was licensed (register record). Portland police served a search warrant about 1 a.m. on Dec. 8, 2022, arrested four people and seized 22.1 pounds of mushrooms and edibles, cash and business records.12 A grand jury indicted two defendants on 40 felony counts each (register record), and in December 2022 the shop's manager pleaded guilty to three felonies, including drug sales near a school; 37 counts were dropped.13 We have not confirmed how the owner's case ended. The headlines it drew are reviewed in our headline check.
The register holds 8 Oregon records, from November 2020 to September 2026: the two 2020 ballot measures (109 and 110), 2 later state actions (HB 4002 and the 2026 merger), and 4 on Shroom House (its opening, the raid, the indictment and the plea). Two are confirmed and six are reported. We found no 2024 to 2026 reports of Portland psilocybin storefronts. What is documented is "magic mushroom" edibles sold in Portland shops: a 2025 study of 12 products bought at Portland retail shops found psilocybin in none, psilocin in 3 and undisclosed ingredients in 8,14 and another, of 8 gummies from Portland smoke and vape shops, found psilocin in 7 and a synthetic tryptamine in 6.15 What testing found in shop gummies covers both. Every record is in the Oregon section of the register.
